Priority criteria
Public exposure, excessive privileges, missing backup on critical assets, high monthly savings, low effort.
Rule of 5 actions
Each week: 5 actions max. The rest stays visible but does not drown the committee.
Re-measure next audit
Fixed / new / resurfaced: that is how you prove things get better.
